MPs adopt the Bill on diplomatic service, the Decree to fire Finance Minister

MPs pass the Bill № 7322 on dilpomatic service in the final reading with 226 votes and adopt the Decree  №8433, filed by Prime Minister Volodymyr Groysman, to fire Finance Minister Oleksandr Danyuliuk with 254 votes.

Chairman of the Verkhovna Rada Andriy Parubiy passed a floor to the Minister of Finance Oleksandr Danyliuk, who reported on his job.

Prime Minister Volodymyr Groysman appealed to MPs to support his submission.

USAID RADA Program expert emphasized that the Committee's decision to overcome the President's veto on the Law of Ukraine "On Diplomatic Service" looks very controversial.

First of all, it concerns the part where the Committee proposes to leave the provision that "the Minister for Foreign Affairs of Ukraine submits to the President of Ukraine a submission on the appointment of the Ambassador Extraordinary and Plenipotentiary of Ukraine, the Extraordinary and Plenipotentiary Ambassador of Ukraine with a residence in Kyiv, the Permanent Representative of Ukraine to the International Organization, Representative of Ukraine to an international organization, Head of the Mission of Ukraine to an international organization after consultations in the Verkhovna Rada of Ukraine Committee, to the subject the issue of which is the issue of the diplomatic service. This provision does not apply in the case of appointments to a post-concurrently. "

The conclusions of Main Scientific and Expert Department of the Verkhovna Rada and the Main Legal Department were clearly indicated that this provision is contrary to the provisions of the Constitution and the Constitutional Court's decision on this issue. It should be noted that the regulatory procedure for accepting this proposal has been violated at the second reading stage.
