MPs unblocked the signing of the Donbas “De-Occupation Law”

People’s deputies voted down Draft Resolution on the cancellation of the decision of the Verkhovna Rada of Ukraine on the adoption Bill No. 7163 on the peculiarities of the state policy on ensuring state sovereignty of Ukraine over temporarily occupied territories in the Donetsk and Luhansk oblasts. Only 37 lawmakers supported the Resolution out of 226 minimally required.

MP from Petro Poroshenko Block faction Viktor Pynzenyk while considering this Resolution reported on the breaches of the Rules of Procedure of the Verkhovna Rada: “I would like to draw attention of the Chairman of the Verkhovna Rada, because we have systematic violations of the Rules of Procedure. For example, comparative tables should be submitted to deputies 10 days before the consideration of the bill in the second reading in accordance with Article 117 of the Rules of Procedure. As of January 12, such tables were absent and appeared in the evening 4 days before consideration". Following Article 116: "Only those amendments to those articles and norms that were adopted in the first reading should be considered", reminded Pynzenyk. "In the comparative table, taking into account the amendments, even those that did not exist in the first reading were taken into account. That is, it is an absolute violation of the Rules of Procedure" - stressed MP.

 According to Pynzenyk, MPs breached the Article 116 and Article 117 of the Rules of Procedure while passing the bill, which is the breach of the Law of Ukraine.
