Question Hour: Minister of Justice reports on protection of the child rights

Every Friday, the first hour of work in Ukrainian Parliament is dedicated to MPs asking questions to the Prime Minister and government ministers. There are 344 MPs registered in the Parliament today. Prime Minister of Ukraine Volodymyr Groysman was present at the session hall.

Parubiy passed the floor to Pavlo Petrenko, Ukraine's Minister of Justice, who made a presentation on 3 draft laws intended to protect children’s rights.

Pavlo Petrenko pointed out the necessity of adoption legislation on the High Anti-corruption court as a final phase of setting anticorruption structure in Ukraine.

Issues raised by the representatives of factions and groups:

Vidrodzhennia («Renaissance») deputy group: Anton Kisse asked the government to delegate representatives to visit Tarutyne district for solving problems of local road condition and plowed land.

«Samopomich» Union faction (Tetiana Ostrikova): corruption on customs.

Batkivshchyna faction (Oleksandra Kuzhel):

  • control on Ministry for Temporary Occupied Territories and Internally Displaced Persons of Ukraine about ensuring rules of privileges for ATO`s participants.
  • subsidies
  • gas tariffs for small and medium-sized enterprises (SMEs)

Volia Narodu («Will of the People») deputy group (Serhii Shakhov): gas tariffs.

Radical Party faction (Oleh Liashko): demanding of Deputy Minister of Health of Ukraine Oleksandr Linchevsky resignation, the price of the medication.

Petro Poroshenko Bloc (BPP) faction (Oleksandr Spivakoskyi): Ukraine`s brain drain.

People’s Front faction (Andrii Teteruk): changing informational policy for protection from devastating information impact from Russia.

Opposition Bloc faction (Volodymyr Husak): salary arrears for mine workers.

Questions raised by the people's deputies:

Yurii Derevanko: lack of tax revenues for amalgamated territorial communities from monopoly taxes.

Oleksandr Dolzhenkov (Opposition Bloc faction): rising gas tariffs, decentralization issue.

Ihor Shurma (Opposition Bloc faction): reputational damage after Linchevsky's statement.

Oleksandr Revega (BPP faction): allocation of funds for Berdychiv.

Tetiana Ostrikova (Samopomich Union faction): corruption on customs.

Yurii Solovei (BPP faction): asked to conduct an audit in the field of public procurement tender and fire people, who are involved in the fraud in the antimonopoly committee.

Volodymyr Zubyk (Vidrodzhennia / «Renaissance») deputy group:  reparation of the road in Zhytomyr oblast.

There were 15 questions asked, on 14 of them answered Prime Minister, 1 was answered by Minister of Energy and Coal Industry of Ukraine Ihor Nasalyk.

As we see from the table, most of the questions were asked by the representatives of the coalition (BPP) and Opposition Bloc faction. Experts of USAID RADA Program emphasize that initially the main task of the mechanism of “Question Hour” is ensuring parliamentary oversight by opposition within the framework of controlling the government.
