On March 30, the Verkhovmna Rada of Ukraine held 3 extraordinary meetings.

VR listened to the information of the Commander-in-Chief of the Armed Forces of Ukraine, Colonel-General Ruslan Khomchak on the escalation of the Russian-Ukrainian armed conflict

VR adopted as a final draft resolution on the Escalation of the Russian-Ukrainian Armed Conflict

The Parliament adopted Draft Resolution #5312 on the Statement of the Verkhovna Rada of Ukraine on the Escalation of the Russian-Ukrainian Armed Conflict (dated 29.03.2021) as final with 308 votes in favor.

Advantages:

The statement not only condemns the escalation of the conflict (when four Ukrainian soldiers were killed in just one day), but also provides a more global and systematic understanding of the situation. In particular, the draft resolution uses the correct terminology to describe the events in eastern Ukraine: the ongoing international armed conflict between the Russian Federation and Ukraine. The statement also emphasizes Russia’s occupation of part of the Ukrainian territories, the commission of crimes of aggression, war crimes, and crimes against humanity by Russian armed forces, and Russia’s responsibility for violating international law.

Oleksandr Merezhko while presenting the draft resolution noted that a correct legal codification of the war in the east of the country meant that it was an international armed conflict, a war with only 2 sides, Russia and Ukraine, and which is the result of Russia's armed aggression against Ukraine.

As final: Bill # 5300 on assistance to insured persons for the period of implementation of restrictive anti-epidemic measures introduced to prevent the spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2 (312); bill # 5064 on Amendments to the Law of Ukraine "On State Assistance to Families with Children" on Assistance in Pregnancy and Childbirth and Effective Use of Budget Funds in Financing One-Time In-kind Assistance "Baby Package" (307)

In the first reading: bill # 5197-2 to ensure the activities of the Ministry of Agrarian Policy and Food of Ukraine (266); bill # 4020 on the list of objects of state property rights that are not subject to privatization (289); bill # 5153 to stimulate the de-shadowing of incomes and increase the tax culture of citizens by introducing voluntary declaration of assets belonging to individuals and payment of a one-time fee to the budget (245); bill # 5155 on Amendments to Article 16 of the Law of Ukraine "On Currency and Currency Transactions" in connection with amendments to the Tax Code of Ukraine to stimulate de-shadowing of incomes and increase tax culture of citizens by introducing voluntary declaration of assets belonging to individuals and payment of a one-time fee (249); bill # 5156 to stimulate the de-shadowing of incomes and increase the tax culture of citizens by introducing voluntary declaration of assets belonging to individuals and payment of a one-time fee to the budget (252)

MPs listened to information of the Head of the Security Service of Ukraine Ivan Bakanov, the Head of the National Police of Ukraine Ihor Klymenko, Acting Director of the State Bureau of Investigation Oleksiy Sukhachov regarding the events that took place on March 20, 2021, near the Office of the President of Ukraine.

As final draft resolution # 5295 on condemnation of the events that took place on March 20, 2021, near the Office of the President of Ukraine (237); draft resolution # 5292 on calling early elections of the Kharkiv mayor of the Kharkiv district of the Kharkiv region (249); draft resolution # 5291 on calling early elections of Shehynivka village head of Yavoriv district of Lviv region (245).

MPs adopted as final draft resolution # 4447 and # 5012 on early termination of powers of the People's Deputy of Ukraine, member of Parliamentary group Party For the Future Ihor Kolykhayev and member of the Servant of the People faction Oleksandr Skichko. A total of 252 MPs voted in favor of the first resolution and 244 MPs for the second one.
