At the beginning of the morning sitting Petro Poroshenko Bloc (BPP) faction and Volia Narodu (“Will of the People”) parliamentary group asked for a 30-minute break. Deputy Chairwoman of the Verkhovna Rada Oksana Syroid announced the break and asked MPs to come back to the sitting hall at 11.05 a.m.
Earlier, during the 30-minute time for speech, Head of the presidential-parliamentary faction BPP Artur Gerasymov asked for a break to conduct negotiations on the renewal of the Central Election Commission (CEC). After the break Chairman of the Parliament Andriy Parubiy started the consideration of the bill from today’s agenda. Parubiy did not provide information on the result of consultations, which shows that factions did not find a consensus on the appointment of new members to the CEC.
During the day, MPs worked on the block of bills on Agrarian policy:

The signal voting showed there is no support for bill No. 6697 on “UkrOboronProm” (state conglomerate comprising defense companies) (169 votes).
MPs failed to pass bill on State Agrarian Policy
Members of Parliament failed to adopt bill on the Basic Principles of State Agrarian Policy and State Policy for Rural Development. A total of 168 lawmakers supported the bill No. 8171. Opposition Bloc faction and “Samopomich” Union faction did not provide any vote. As a result of the voting Chairman of the Parliament, Andriy Parubiy announced the bill rejected.
After this the Chairman conducted signal voting, which showed there is no support of further bills: #6527 on agrarian policy (159 votes), #7390 on establishing an algorithm for transferring funds to current accounts to electricity suppliers at a regulated tariff (136 votes), #8015 on investments (115), #3131 on the management of state-owned objects (150 votes), #4074 on medicines (143 votes), #1910 on pension insurance (133).
Parubiy asked factions to provide their positions:
Petro Poroshenko Bloc (BPP) faction informed that the CEC issue will be in agenda on Thursday as a result of morning consultations. BPP noted that today’s bills were adopted as their faction provided most of the votes.
People’s Front faction suggested taking measures to improve the discipline in the Parliament as a lot of MPs left the sitting hall.
Opposition Bloc faction stressed that their initiatives are ignored, so no votes from them to today’s bills was a kind of protest. Faction asked to include in the agenda and support their bills regarding miners (bill No. 8362).
Radical Party voted for agrarian bills but also asks to support bill No. 8362.
Vidrodzhennia ("Renaissance") parliamentary group asked to include in Thursday’s agenda bill No. 7390 on establishing an algorithm for transferring funds to current accounts to electricity suppliers at a regulated tariff.
Batkivshchyna faction thanked for passing agrarian bills.
“Samopomich” Union faction criticized the procedure of bills consideration in the second readings due to the fact of using amendments to promote lobbying interests.
