USAID’s RADA Program organized an international parliamentary technical assistance coordination meeting entitled “Top priorities of the State Budget of Ukraine for 2019” on September 26. MPs, representatives of the Verkhovna Rada Budget Committee, the Financial and Economic Analysis Office at the Verkhovna Rada, civil society and international organizations agreed that the next budget will be less reform-oriented since 2019 is the year of elections. MPs underlined that certain steps moving health and education reform will be taken. At the same time, they emphasized the necessity to conduct more stakeholders meetings during the budget process to educate on its priorities. 3-years budget planning is slowly but inevitably on its way. RADA program developed an educational video to popularize the main stages of the budget process and bring attention to the society how the budget for the upcoming year is formed and adopted by VR.
