USAID RADA Program supports independent parliamentary oversight of the Verkhovna Rada

USAID RADA Program in cooperation with Konrad Adenauer Foundation organized a meeting and a discussion to improve oversight performance of the Ukrainian Parliament on July 12. The discussion called "Parliamentary oversight over the implementation of laws. Experience of the German Bundestag and the Verkhovna Rada of Ukraine" brought together members of the Secretariats of the Verkhovna Rada Committees.

Jan Menzer, a political scientist, an expert on parliamentary procedures and co-author of the manual "The work of the German Bundestag - ideas for the work of the Ukrainian parliament" presented German experience: “I have a special interest in Ukraine and in matters of the Parliamentary Rules of Procedure. I think that our countries can learn a lot from each other”.

Menzer shared best German practices on who controls the laws and on checks of the aftereffects of the laws: “Revision of laws ensures the democratic rule of the Government and the constitutional state. In Germany, it is possible to check laws from a legal point of view, and this process is under constant pressure from the civil society”.
