It is planned that the Parliament will resume plenary meetings in its weekly mode on November 2. The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov previously stated that the state budget for 2021 would be considered during the plenary week.

Draft Law of Ukraine “On Restoring Public Confidence in Constitutional Proceedings” – RADA Program Comment

On October 29, 2020, the President of Ukraine submitted to the parliament the Draft Law of Ukraine “On Restoring Public Confidence in Constitutional Proceedings”, which was registered as No. 4288. The aim of the Draft Law is “restoration of the operation of the body of constitutional jurisdiction in accordance with the principles of rule of law and protection of the Constitution of Ukraine”.

At the beginning of the sitting as it is usual on Tuesdays on plenary weeks there were 30 minutes given for announcements, statements, messages, proposals from parliamentary factions, and groups.

Annual address of the President of Ukraine to the Verkhovna Rada

The President of Ukraine Volodymyr Zelensky presented the results of his work and set up new goals. In his annual address to the Verkhovna Rada he highlighted that it is possible to download by using QR Code, the report will be also available on the official website.

1.Address of the President of Ukraine to the Verkhovna Rada of Ukraine on the domestic and foreign situation of Ukraine (starting at 10:30).

The possibility for the Head of State to make annual and extraordinary addresses to the Verkhovna Rada of Ukraine about the domestic and foreign situation of the country is provided for by paragraph 2, Part one, Article 106 of the Constitution of Ukraine. The Basic Law explicitly states that this must be a message precisely about the domestic and foreign situation of the country and nothing else.
