Parliament Passed Bill on Parliamentary Temporary Commissions

The Verkhovna Rada of Ukraine passed the draft law No. 3681 on parliamentary temporary commissions. 281 MPs voted for the bill as a whole.

Draft Law No. 3681 “On Amending the Law of Ukraine ‘On Temporary Investigative Commissions and Temporary Ad Hoc Commissions of the Verkhovna Rada of Ukraine’ to Ensure Appropriate Conditions for the Operation of Temporary Investigative Commissions and Temporary Ad Hoc Commissions of the Verkhovna Rada of Ukraine”

VR Considered Bills on Administrative Reform

The Parliament passed in the first reading bill #3913 on amendments to some laws of Ukraine on the establishment of military-civil administrations. A total of  240 MPs baked the bill. The bill is the next step of administrative reform. Bill responds to the Central Election Commission (CEC) reservations on the impossibility to conduct elections in the occupied territories of Ukraine.

Chairman of the Verkhovna Rada Dmytro Razumkov opened the fourth session of the Verkhovna Rada of Ukraine of the ninth convocation and delivered a speech from the rostrum, in which he mentioned 3 main challenges for the Parliament this session. Namely, COVID-19 impact and threats, state budget adoption, and local elections.

MPs supported by 323 votes in favor of the procedure for work in the plenary regime of the Verkhovna Rada of Ukraine from September 1 to September 4, 2020, offered on the Conciliation Board Meeting.

Constitutional Court’s Decision on Appointing NACB Director by former President Petro Poroshenko

In its Decision of August 28, 2020, in the case regarding compliance with the Constitution of Ukraine (constitutionality) of the Decree of the President of Ukraine “On the Appointment of A. Sytnyk as Director of the National Anti-Corruption Bureau of Ukraine (NABU), the Constitutional Court of Ukraine (CCU):

1. Found the aforementioned Decree of April 16, 2015, unconstitutional.

2. Specified that the Decree has become invalid as of August 28, 2020.

On Aug 25, an extraordinary session of the Parliament was convened in response to the proposal of the President of Ukraine.

The Chairman announced that before starting bills consideration 3 minutes for each faction and deputy group for a speech would be given.

Parliamentary group Trust: peace in Eastern Ukraine, the issue with 2 governors’ decisions, drug and organ trafficking.

Opposition Platform – For Life faction: minimal wage.
