IRC Interns Familiarized Themselves with International Open Data

How can they be downloaded and what is the right way to filter them?

And which of them must be additionally verified?

As the interns of the Information and Research Center of the Verkhovna Rada of Ukraine made their way through the depths of data and possibilities for data visualization, they were provided with assistance by Denys Hubashov, consultant on open data policy introduction, analyst for Texty.org.ua.

On December 22, the RADA Program conducted an online meeting with a representative of the Sejm of the Republic of Poland. The event brought together 40 participants, including heads of structural units of the VR Secretariat, heads of the Committees’ secretariats, MPs of Ukraine and their aides, and the team of the RADA Program and the Information and Research Center.

On December 19-22, a training for trainers was conducted; in its course, the participants deepened their knowledge of the respective subject.

In particular, they analyzed the legislation regulating the work of the Committees of the Verkhovna Rada. Also, the trainers reviewed the Committees’ structure and functions and acquired skills at conducting such training.

VR Secretariat Representatives Familiarized Themselves with German Parliament’s Experience in Communication

Foreign experts shared the best European practices and experience in the communication sphere with the Secretariat of the Chairperson of the Verkhovna Rada of Ukraine within the framework of the Project for Providing Expert and Organizational Support to Activities Aimed at Strengthening the Communication Capacity of the Ukrainian Parliament which is carried out by the NGO Internews Ukraine under the USAID RADA Program. The latter is implemented by the East Europe Foundation.

The USAID RADA Program organized a workshop for the VR Information and Research Center interns. The subject was “Open Data Sources. Analysis and Visualization.”


The training was conducted by Denys Hubashov, consultant on open data policy introduction, analyst for Texty.org.ua.


He told the audience in detail about approaches to data analysis, open data sources, tools for working with them, and methods for visualizing them.

NGO Representatives Mastered Tools for Involvement in the Parliament’s Work

How does the Ukrainian parliament work? How are laws adopted? How can the public get involved in the work of parliament, in particular in the legislative process? At what stages and in what forms is such participation possible and what tools are used to enable it?

Answers to those questions were given to the members of the public attending the first pilot online training on “Public Participation in the Work of the Parliament and in the Legislative Process. Advocacy” conducted by the RADA Program on December 10-12.

RADA Program Trainers Will Teach How to Get the Public Involved in the Legislative Process

The RADA Program conducted a ToT session. It was devoted to citizens’ access to the legislative process and advocacy.

Sixteen participants spent four days improving their knowledge about engaging the public in the work of the Verkhovna Rada of Ukraine.

Also, they familiarized themselves with the basics of organizing and conducting advocacy campaigns.

The training took place on December 3-6, 2020.

The Verkhovna Rada adopted Draft Law 4131 “On Amending Certain Laws of Ukraine to Ensure Effective Implementation of Parliamentary Oversight”

Today the Verkhovna Rada of Ukraine adopted with a constitutional majority the Law “On Amending Certain Laws of Ukraine to Ensure Effective Implementation of Parliamentary Oversight.” This decision of the MPs is the first step towards creating an effective system of parliamentary oversight in Ukraine.

The RADA Program advocated the adoption of Draft Law 4131. In particular, we conducted a number of expert debates and discussions of the importance of Draft Law 4131, worked out a concept for the necessary changes and developed specific proposals for improving the bill.

Eight Partner Organizations Will Facilitate Democratic Representation and Interaction of MPs and Voters in Constituencies

On November 13, the RADA Program held a constitutive session for NGOs participating in its Grant Program “Citizens and the Parliament: Democratic Representation and Effective Interaction.”

The goal of the Grant Program is to help NGOs to implement projects aimed at building the capacity for Ukrainian MPs’ interaction with their constituents, developing parliamentary education, communicating reforms and conducting public consultations, gender integration at constituency level, and monitoring the activities of the parliamentary Committees.
